Let’s stop governments from making the same mistake twice
Many government programs start with too little evidence to back them up, and no study of what worked and what did not. That is going to change.

Critics mocked his “pocket handkerchief wheat plot”, but Farrer’s hundreds of combinations finally produced “Federation Wheat” – a rust-resistant strain that outperformed all others.
