Former Treasury secretary Ken Henry says he would advise Prime Minister Malcolm Turnbull to defer the tax reform package until after the next election.

Mr Henry, who led the last major review of the tax system in 2010, said "present circumstances make it too difficult to develop a sufficient tax reform package".
