The Morrison government says planned religious freedom laws will serve as a shield for people of faith, not a "sword" for new forms of discrimination.

Attorney-General Christian Porter took plans for a draft bill to cabinet on Tuesday, ahead of consultation with Labor and gay advocates before a public release and debate in Parliament by Christmas.
