The public service still needs consultants – but far fewer of them

The use of external contractors has gone too far, but reform shouldn’t wind back the clock for answers. The challenge is to get the balance right.

There was a time when Australia’s public service essentially ran the national government’s functions on its own.

In the 1970s, the public service had a workforce of more than 250,000. There were nowhere near as many managers as there are today and, while university degrees were rare, the technical skill set was far broader.
