When Bill Ferris was appointed chairman of Innovation Australia last November, his headline quip about Australia's "fear of failure" signalled a more entrepreneurial Australia was high on the government agenda.

It may have sounded like top-down criticism, but Ferris tells Fairfax Media the comment was really about overcoming our "small market economy" risk aversion and using disruption levers to create jobs.
