Police were called to Elm Rd in Campbelltown after neighbours reported hearing gunshots coming from a property about 1.30pm.
The alleged shooter, a 51-year-old man, holed himself up inside the house – which police confirmed was his home – sparking a lengthy siege that shut down multiple streets.
One of the victims was taken to Royal Hospital, where she is understood to be in a stable condition. The other died at the scene.
The shooting unfolded in front of the house where the woman was shot dead before the man re-entered the home and barricaded himself inside.
On Saturday night forensic examiners scoured the area for evidence, illuminating the street so they could photograph the crime scene.
It was understood officers and detectives would be at the scene late into the night examining the scene. Other officers doorknocked nearby houses to interview residents.
When the siege began, STAR Group officers evacuated neighbours in adjoining buildings. Other nearby residents who remained in their homes reported hearing police negotiating with the man through loudspeakers.
For several hours police circled the home. A drone and helicopter was used to monitor the house from the air while ambulances, firefighters and SES volunteers were stationed at a staging area nearby.
Detectives from Major Crime, Eastern Criminal Investigation Branch and Internal Investigation Branch were present at the staging area.
Heavily armed STAR force officers led the way negotiating with the man who was suspected to have multiple firearms in the property.
An armoured vehicle and Polair were deployed to the address – with two more STAR Group vehicles arriving about 3.30pm.
Hill St, Victor Rd, Elm Rd and surrounding streets were blocked off, with motorists asked to avoid the area.
Acting assistant commissioner Graham Goodwin said about 5.10pm the man left the house unarmed and surrendered to police. He was taken into custody and was interviewed.
Officers then entered the house to secure the firearms and set up a crime scene.
Mr Goodwin said the man was taken to the Watch House for processing.
Hill St resident Michel Habib, who was home when the incident happened, said: “I just saw the whole area secured – I wouldn’t say under control, but a pretty heavy police presence.”
Shortly before the man surrendered Mr Goodwin told the media he hoped the man would come out with his hands up and unarmed
He guaranteed the man’s safety if he surrendered.
More than 30 police officers had swarmed the Campbelltown property, after being called on Saturday afternoon.
