A man facing 21 charges, including assaulting police, returned to Wagga Wagga Local Court this week.

In a complex and protracted court matter charges have been divided into several case files and are being heard before both the Albury and Wagga Wagga Local Courts.

John Carter, 51, was charged after a multi-agency operation on January 30 2025, centred at Jingellic in southern NSW, and led by the Rural Crime Prevention Team and the Local Land Services. He is maintaining his innocence and has pleaded not guilty to all charges.

Mr Carter was arrested at a Holbrook property on February 10, and initially appeared in Albury Local Court.

According to police facts the alleged charges from Jingellic relate to a period of time from December 2024 to January 2025.

Mr Carter was charged with one count of dishonestly obtaining financial advantage by deception and one count of leaving additional animals unattended in a public place, after the police operation at Jingellic.

There was also one count of leaving a single animal unattended in a public place, and one count of being in charge of an animal and failing to exercise supervision.

It is alleged that he left cattle unattended at a stock reserve at Jingellic and failed to prevent animal cruelty. Police have also alleged that the whiteface cattle, in Mr Carter’s care, had pinkeye.

There is a further charge of hinder or resist police in the execution of duty and one charge of stalk, intimidate intend fear physical harm.

Additional charges include multiple counts of interfering with stock or beehives on travelling stock reserves, failing to comply with mandatory measures, and destroying or damaging property valued at $2000 or less.

He has also been charged with hindering or resisting a police officer in the execution of duty, and assaulting a police officer without actual bodily harm.

These charges include two counts of common assault, one count of stalking or intimidation with intent to cause fear, one count of damaging property, one count of offensive language in a public place, and two counts of contravening an apprehended violence order.

In the police facts it is alleged that Mr Carter, who owned the cattle, was asked to move them because a travelling stock permit for Jingellic had expired.

Police also allege that Mr Carter assaulted a police prosecutor during proceedings in Albury Local Court.

Mr Carter’s conditional bail continues and two hearings have been set, one for Albury Local Court on September 3 2025 and a second hearing at Wagga Wagga Local Court on March 24 2026.
