Opinion: Dredging is the answer to Bundy flood mitigation

I have been following with interest the recent discussions in relation to Flood Mitigation for Bundaberg.
I am at a loss to understand why there is such little consideration by our leaders for any flood affected areas other than the CBD.
This extract from a recent news article may explain it.
“Bundaberg East and South are very much a heartland for the Bundaberg Regional community,” Cr Dempsey said.
It is a fact that many houses and businesses in Avoca, West Bundaberg, North Bundaberg were also either inundated or seriously threatened, including the Hospital.
From what I have read, it appears that the only proposal which offers some real benefit for everyone and everywhere and not just the CBD is the widening and dredging of the river.
It is reported that this option if completed could have reduced the 2013 flood level by as much as nearly one meter.
How much of a saving would that be across the entire flooded area of Bundaberg?
I am no genius, but I do understand that if you have a bigger pipe, than it will carry more water.
Can someone tell me how many houses and shops would not have been flooded above floor level if the flood was only 8.5m meters instead of 9.5 meters?
