Seven of them are reportedly in critical condition after being crushed under falling rubble with some likely still trapped inside the building on the island of Mallorca (also known as Majorca).
Police and firefighters rushed to the scene where the ceiling of the Medusa Beach Club in popular holiday hotspot Playa de Palma caved in, The Sun reports.
Two young tourists and a foreign worker are among the four confirmed dead, alongside Abdoulaye Diop, a Senegalese migrant living in Mallorca.
Hordes of emergency service vehicles quickly filled the streets, including at least seven firefighter trucks and rows of ambulances.
Pictures show rescue workers setting up ladders and cordons around the building as they tried to free those still inside.
Those who have been saved from the collapsed building are being treated for their injuries in the street.
Neighbours said they heard a loud noise and screams from those who were trapped inside before alerting cops at around 8.30pm.
Heartbreaking pictures showed dozens of people comforting each other on the road as they waited for news.
Psychologists have also been called to the scene to help those suffering from the trauma of the collapse.
Some bystanders tried to enter the wreckage amid fears that their loved ones were trapped inside.
Emergency services could be seen asking people to keep quiet as they listen out for sounds of anyone inside.
Some 100 rescue workers are set to plough through the night in an effort to save those under the building’s remains and treat the evacuated.
Out of the 16 hurt, 9 are “seriously” wounded while seven are “very seriously” injured, officials have said.
They have been rushed to different hospitals in the Majorcan capital.
Eyewitnesses said the top terrace level of the beach club’s restaurant caved in, the Majorca Daily Bulletin reports.
Catalan news outlet Rac 1 said that the floor had “collapsed to the basement” of the venue.
Raul, an employee from the shop next door, told CadenaSER: “Everything fell, completely.
“It was very loud and there were a lot of people inside.
“A very loud sound was heard. There were people eating, people upstairs … the top floor fell.”
Santiago Aranda, who was walking his dog at the time of the collapse, told La Linterna: “I don’t have words to describe it. It was an explosion, and we were in the street opposite.
He said “some ran in the opposite direction and others towards the dust” after the collapse.
Aranda, who was with his wife at the time, said he stayed to help “get people out” amid “screams, wailing and crying”.
Police sources told the outlet that there was a “cavity in the rubble” where they rescued a worker – who has been left with a broken arm.
Police have also said the death toll is likely to rise.
According to La Linterna, authorities had to call in a crane company to help lift debris from the building.
There are fears that the ongoing rescue efforts could cause more of the building to collapse.
A local official said: “We can now update the information on the number of people affected by the collapse of the building in Cartago Street in Playa de Palma.
“Four people have died, seven people have been very seriously injured and nine are seriously injured.
“They have been taken to different hospitals in Palma.”
Abdoulaye Diop, a Senegalese migrant living in Majorca, is the first of those who died to have been named.
He was working as a nightclub doorman and in 2017 saved a man from drowning in the sea in Palma.
President of the Balearic Islands Marga Prohens wrote on X: “Shocked by the information I received about the collapse of Platja de Palma.
“Sending all my affection and warmth to the families of the four people who lost their lives in this tragic incident and wishing the recovery of all the injured.
“Thanks to all the emergency services that have been dispatched to the scene and continue to work there.”
President of Spain, Pedro Sanchez, also said: “I am closely following the consequences of the terrible landslide that occurred on the beach of Palma.
“I want to send my condolences to the families of the deceased and my wishes for a speedy recovery to the injured.”
The Medusa Beach Club, popular with tourists, is located metres from Cullera beach.
Playa de Palma is a beach resort east of the Majorcan capital.
