A Mongols bikie accused of trying to punch and kick an L-plate rider on the Monash Freeway needs treatment for a dog bite he suffered during his dramatic arrest, a court has heard.

A Mongols bikie accused of trying to punch and kick an L-plate rider on the Monash Freeway allegedly pulled out a shotgun on another motorcyclist just months later.

Heavily-armed Special Operations Group officers swarmed Kevin Le’s Mulgrave home – and the outlaw motorcycle gang’s Port Melbourne clubhouse – on Tuesday.

Sporting a bandage over his left shoulder, the heavily-tattooed Mongol fronted Melbourne Magistrates’ Court on Wednesday charged over the two road rage incidents.

The court heard he would need to be seen by a custody nurse for ongoing treatment for a dog bite he sustained from a police dog during his arrest.

Mr Le’s arrest came after police released footage of the shocking freeway assault from October 19 last year in a push for information to identify the bikie involved.

The dashcam footage showed five Mongols members wearing their bikie vests speeding inbound on the freeway near the Wellington Rd exit, before one of them targets the Learner rider at 12.15pm.

The Mongol is observed riding up beside the innocent motorcyclist, punching at his rear-view mirror, and trying to kick him off his bike as the group rode past.

The alleged victim had to take evasive action, darting between the traffic to escape being assaulted and knocked off his bike.

As part of their investigations, police identified Mr Le as being the alleged perpetrator in another incident on Victoria Ave in Springvale on January 11.

A motorcyclist has told police a rider on a black Harley Davidson overtook him while making a rude hand gesture, before stopping and dismounting his bike to approach him.

Mr Le is accused of producing a sawn-off shotgun at the rider as a form of intimidation.

He made no threats or demands and the victim was not injured.

Police allege he was the subject of a Firearm Prohibition Order at the time and also did not hold a driver’s licence.

Mr Le was charged with weapons offences including being a prohibited person carrying a firearm, as well as reckless conduct endangering serious injury, driving in a manner dangerous, unlicensed driving, failing to stop on police direction and drug possession.

In a statement, Echo Taskforce Detective Inspector Mick Daly said the arrest sends a clear message to other would-be offenders that they will be caught and brought before the court.

“Some outlaw motorcycle gang members seem to think they are above the law and attempt to intimidate innocent members of our community and put their lives at risk,” Inspector Daly said.

“It is completely unacceptable and reckless conduct, and we will be relentless in pursuing and disrupting those who choose to engage in this kind of criminal behaviour.

“The consequences of these actions on the roads could have resulted in a death or serious injury to members of the public.”

Mr Le did not apply for bail and will return to court next month.
