A government review of the Tony Mokbel stabbing will be led by two prominent legal figures from interstate.

Corrections Minister Ben Carroll appointed NSW Court of Appeal Judge Justice David Ipp AO QC, a former Commissioner of the NSW Independent Commission Against Corruption, to lead the review into the stabbing.

Former Commissioner of Queensland Corrective Services Mark Rallings will assist Justice Ipp.

The pair will provide a final report to the government by the end of April.

“The Andrews Labor Government has ordered a comprehensive review,” Mr Carroll said. “If there are any learnings from the incident, we stand ready to make them.”

Teira Bennett and Eldea Teuira, both 21, have been charged with attempted murder, intentionally causing serious injury, and causing serious injury intentionally in circumstances of gross violence.

Mokbel was left fighting for life after allegedly being beaten and stabbed with a shiv as the daily 4pm lockdown loomed.

His health improved last Wednesday, with his condition changing from critical to serious at the Royal Melbourne Hospital.

Mokbel was confronted by a group of inmates who had been hosting a 21st birthday bash with pavlova and fizzy drinks.

He was repeatedly stabbed and stomped on.

Mokbel, who has been housed in the mainstream Diosma unit at Barwon, is understood to have shrugged off recent concerns about his safety.

Jail bosses decided not to move him away from the general prison population after a security review on February 10 — the day before the near-fatal attack.
