Premier Daniel Andrews said Myki readers will be switched off at the affected stations to give the commuters, who have had more than 100 days of disrupted journeys this year, free travel.
He said further details on free travel would be revealed closer to the shut down dates.
Power and signal upgrades for the High Capacity Metro Trains will be completed on the Cranbourne/Pakenham lines and Gippsland lines during the December shut down.
The new fleet of trains will carry 20 per cent more passengers than any other train on the network.
Work on that rail corridor is part of a major construction blitz over the next three months, which includes ongoing lane closures on Hoddle Street and short line shut downs on some V/Line services.
The City Loop will have altered services on various weekends for the next three months, while there will be lane reductions on Flinders St, near Flinders St station, due to the Metro Tunnel construction.
From October 18 to 22 coaches will replace trains on the V/Line service on Bendigo, Swan Hill and Echuca Lines while buses will also replace trains on sections of the Sunbury line during those four days.
