St Albans’ Harley Guerra accused of car theft with girlfriend Chloe Lowden while on bail

A St Albans father is accused of breaching his strict bail conditions by going on an alleged crime spree with his girlfriend and co-accused – who he was ordered not to associate with.

A St Albans father with an “enormous criminal history” allegedly went on a crime spree with his co-accused girlfriend just days after he was granted bail on the proviso he would not see her, a court has heard.

Harley Guerra, 23, applied for bail in the Heidelberg Magistrates’ Court on January 21 on fresh charges after he was arrested by police on January 15.

He was meant to see a magistrate on January 6, but was allegedly nabbed stealing a Nissan from a delivery truck on January 9.

Police told the court dashcam footage captured a man of Mr Guerra’s description fleeing the scene, notably his “distinctive leg tattoo”.

He is also accused of stealing registration plates from a Ford Fiesta on January 12.

Mr Guerra was granted bail on December 31, 2024 on strict conditions, including a curfew and not to associate with Ms Lowden.

Mr Guerra, a father of one, was also allegedly busted with drugs of dependence and driving a motor vehicle – which also allegedly breached his bail conditions.

Mr Guerra’s sister Tiffany gave evidence in court that he could live at her Mickleham address if granted bail, but police opposed this due to Ms Guerra’s criminal history and allegations she was paying her rent via stolen goods, the court heard.

Police argued Mr Guerra’s bail was “not serving as a deterrent to the offending”.

“Existing bail conditions are not adequate … No bail is adequate,” Senior Constable Andrew Williams said.

Mr Guerra’s lawyer Thea Casey said she “appreciated the allegations were serious” and if convicted, her client would likely serve a prison sentence, but argued due to his circumstances he be granted bail to live with his older sister.

Mr Guerra was denied bail and he will return to court on February 17.

The court heard Mr Guerra, who has been charged with 553 offences in his life, has prior convictions for causing serious injury, burglary, bail offences, drug possession, breaching CCO’s and driving offences.

The court heard he was withdrawing from heroin, GHB and alcohol and suffered from ADHD.

Ms Lowden will appear in court on February 14.
