A sex pest so vile he’s been banned from public parks has faced court again, this time for following a woman to a Coburg reserve where he committed a shocking act.

A man stalked a woman to a Coburg park before dropping his pants and masturbating while looking her straight in the eye, a court has heard.

Serial sex pest George Kiss, aged in his 50s, pleaded guilty at Broadmeadows Magistrates’ Court on Tuesday to exposing himself to the woman and breaching a prohibition order banning him from public parks.

First Constable David Heather told the court the woman, a dog trainer, picked up a dog from a Coburg client’s house about 12.30pm on July 14.

Kiss pulled up on a bicycle and wolf whistled at the woman as she crossed the road, but she ignored him and moved on, First Constable Heather told the court.

Unknown to her, Kiss followed his victim as she walked the dog to Robinson Reserve, where she spotted him again standing near trees.

Kiss locked eyes with the woman and pulled down his pants, exposing himself, and started masturbating, prompting the woman to flee, First Constable Heather told the court.

He was arrested by police days later at his Coburg home.

Magistrate Abigail Burchill said Kiss’s latest offending came just eight days after he was released from prison for similar offending.

“There’s a long and relevant history,” Ms Burchill said.

“When it comes to parks you (Mr Kiss) get into trouble.

“There is some planning to this. Her sense of wellbeing, her sense of safety to herself, particularly while he’s looking at her while he’s doing abhorrent things.”

Kiss’s defence lawyer told the court his client had an acquired brain injury and his partner had recently died, but he conceded Kiss’s behaviour warranted a further stint behind bars.

“It’s a cycle of reoffending,” he said.

“He has to get a sentence in prison for these matters.”

Ms Burchill indicated she would sentence Kiss to further jail time and have him assessed for a community corrections order. The matter was adjourned to September 4 for sentencing.
