A man has been arrested at Mildura Law Courts on his way to face unrelated charges on Monday after allegedly being involved in violent confrontation involving a shotgun on a busy street,
Steven Pappin, 26, fronted Mildura Magistrates’ Court from remand seeking bail on several charges including reckless conduct endangering life.
Mr Pappin was allegedly involved in an August 31 incident on Tenth Street, Mildura, where a shotgun was fired after a confrontation between two groups.
Police accuse Mr Pappin of initially confronting the alleged victim as they fought with fists before it was alleged Mr Pappin pulled out a knife and began swinging, forcing the alleged victim to retreat to his car.
It was further alleged that Mr Pappin acted as a lookout while his co-accused produced a shotgun and fired it in the direction of the alleged victim.
Police prosecutor Matt Pardon argued strongly against Mr Pappin getting bail, saying he was known to act “on a whim”.
Mr Pappin’s lawyer Sasha Tuliakiono told the court that Mr Pappin’s brother had recently died in police custody and therefore he was quite anxious about having to spend excessive time in the cells.
Magistrate Patrick Southey ultimately decided that due to the case being in the committal stream, meaning it would likely be heard in the County Court, the delay between hearings was too long to keep Mr Pappin on remand.
Mr Southey bemoaned the likely delays in the County Court and said Mr Pappin would probably spend more time on remand than his sentence.
“The delay will be intolerable, there is a whole generation of Victorian’s who believe this kind of delay is normal, it’s not – it’s disgraceful,” Mr Southey said.
Mr Southey granted bail with a curfew, static address, and a zero-tolerance policy on alcohol, drugs and driving.
Mr Pappin’s next scheduled court appearance is set for September 23.
