The man known as Sydney’s “North Shore Rapist” has been slapped with fresh charges of breaching his supervision order over an alleged meeting with sex workers days before he was accused of attacking a 16-year-old girl at a pharmacy.

Graham James Kay, 73, was not in the Downing Centre on Thursday when seven new charges of failing to comply with an extended supervision order (ESO) were laid against him.

It comes after he was charged with sexually touching another person without consent after he allegedly touched the 16-year-old at the George St Pharmacy about 6pm in late February.

The convicted sex offender was arrested at his Blacktown unit the following day and has remained in custody on remand ever since.

Police allege in court documents relating to the fresh charges that Kay “engaged” a sex worker and exchanged 86 messages between February 5 and 20.

On the same day he allegedly grabbed the girl, Kay is accused of arranging to see a sex worker for a one hour session worth $330.

He allegedly failed to disclose his relationship with the sex worker to his supervising officer, along with not disclosing home visits and associating with a person he reasonably should have known was under 18.

In court on Thursday, Kay’s lawyer Jordan Portokalli said his client wasn’t making a bail application.

The police prosecutor asked Magistrate Jeff Tunks for a two week adjournment, telling the court the DPP needed more time to determine whether they would take control of the sexual touching charge.

He added that police would also be referring the seven additional charges.

Mr Tunks ultimately adjourned the matter for later this month.

The 73-year-old was dubbed “The North Shore Rapist” over the sexual assaults of six women and two girls at knifepoint in the mid 1990s on Sydney’s north side. He attempted to rape two others.

Kay was jailed for a maximum 20 years in February 2000 for the attacks and after being released, he was subjected to a three-year ESO when his parole expired in 2017.

He breached it by failing to disclose an intimate relationship to his supervising officer and then by kissing a 16-year-old female supermarket worker on the cheek without consent.

Kay was sentenced to one year in jail in 2022 for a horrific attack on a 20-year-old woman when earlier in the year he stalked her through multiple shops in Sydney’s CBD.

He followed the woman back to her apartment block where he sexually assaulted her.

Kay was again released from jail in September 2023 and was placed under strict monitoring conditions.

Last September, the NSW Supreme Court subjected Kay to another ESO that was supposed to keep him under strict monitoring until September 2027.
