Graham Kay charged over alleged sexual touching of teen girl

A serial sex offender dubbed Sydney’s ‘North Shore Rapist’ has been charged after he allegedly sexually touched a teenage girl at a pharmacy in Sydney’s CBD on Friday night.

Sydney’s “North Shore Rapist” has been charged with sexually touching a teenage girl at a Sydney pharmacy, making a mockery of the state’s ability to protect women from the notorious sex offender.

Despite being electronically monitored under a strict extended supervision order (ESO), serial sex offender Graham James Kay, 73, allegedly touched the 16-year-old at the George Street Pharmacy about 6pm on Friday.

Police arrested the convicted sex offender at his Blacktown unit with assistance from the Riot Squad at 12.45am on Saturday.

Kay was charged with sexually touching another person without consent and refused bail to appear at Parramatta Local Court on Saturday.

The 73-year-old was dubbed “The North Shore Rapist” over the sexual assaults of six women and two girls at knifepoint in the mid 1990s on Sydney’s North Shore. He attempted to rape two others.

Kay was jailed for a maximum 20 years in February 2000 for the attacks.

After being released, Kay was subjected to a three-year ESO when his parole expired in 2017.

He breached it by failing to disclose an intimate relationship to his supervising officer and then by kissing a 16-year-old female supermarket worker on the cheek without consent.

In 2022, Kay was sentenced to one year in prison for a horrific attack on a 20-year-old woman.

Earlier that year, Kay stalked the woman through multiple shops in the Sydney CBD.

He then followed the woman back to her apartment block where he ­sexually assaulted her.

Kay was again released from jail in September 2023 and was placed under strict monitoring conditions.

Last September, the NSW Supreme Court subjected Kay to another ESO that was supposed to keep him under strict monitoring until September 2027.

Authorities will now come under scrutiny about how the ESO failed.

In court on Saturday, Kay did not appear on screen and his legal aid solicitor Aakash Prasad did not apply for bail on his behalf, but requested the matter be adjourned.

Kay was formally refused bail, and his matter was adjourned to be heard at the Downing Centre Local Court on Monday.
