NSW Ambulance paramedics treated the 29-year-old man at the scene before he was taken to hospital for further treatment.
A short time later, police were called to Dalley Street at Lidcombe where a car was found on fire.
Police believe the incident was targeted and inquiries are continuing to establish if the incidents are linked.
Sources have told the Telegraph the man is well known to police and the incident is believed to be gang-related.
A resident of the apartment block - who was awake at the time of the incident, said he heard at least six gun shots before witnessing a “gun metal grey Range Rover” driving away from the property.
“I heard bang, bang, bang, bang, bang, bang,” he said on Friday morning.
“They were ricocheting off the walls and it sounded like a whip.
“I was shocked.
“I looked (over the balcony) to my left and there was a car parked that started the engine.”
The local man said he then saw a trio of men wearing all black - each “definitely holding something in their right hand”, leave through the bottom front gate of the unit complex.
“Three guys in hoodies and black tracksuit pants,” he said.
“The guys were talking as they were running.
“They were struggling to get out of there and they were all separated.”
Footage taken just before 3am outside the property, shows three men get into the passenger side and back seat of a vehicle with it’s hazard lights on, before the car veers away from the side of the street and drives away.
“The car was sitting there for a while,” he said.
“When they took off it was so calm.”
Dozens of other residents of the multi - storey block said they did not hear any gunshots, only the sounds of police sirens outside the property.
It is understood the 29 year - old man was shot three times in one arm and a fourth in the other arm and remains in hospital.
A crime scene has been established and inquiries underway into the circumstances surrounding the shooting and the car fire, which will be examined by specialist forensic police.
