Kellyville: $770m metro station precinct approved by NSW Minister for Planning

The fate of a major $770m development proposal for a bustling residential and retail precinct in The Hills Shire has been decided by NSW Planning. See the plans and the decision here.

Kellyville will soon be home to a bustling new town centre after a $770 development proposal was approved by the state government.

Located adjacent to Kellyville Metro Station, the proposal includes up to 1910 new residential dwellings, a 10,737 sqm retail precinct and over 24,000 sqm of public open spaces including local parks.

Anthony Witherdin, the delegated authority from the Planning Minister granted consent to the concept proposal, stating the development would result in a range of public benefits for the community.

“The proposal is consistent with the strategic planning framework for the North West growth area … accommodating up to 3925 construction jobs and 220 operational jobs.” Mr Witherdin said.

“The proposal provides for a range of housing options including apartments and terrace housing, with 5 per cent of dwellings to be affordable housing.

“Retail and commercial uses are also proposed to compliment and support the residential uses and to promote activity within the new town centre of the precinct.”

The plans which include six development blocks ranging from 21 to 50 metres tall were publicly exhibited from 29 October 2019 to 26 November 2019, receiving a total of 18 submissions from the public.

A major complaint of the initial proposal was increased traffic as a result of the development, as well as insufficient public parking concerns.

A resident who lives opposite the proposed developments claimed the project would create more delays on local roads.

“We already have significant delays after the Kellyville Station was built, with waits of up to 20 minutes just to cross Old Windsor Rd from Samantha Riley Drive after waiting for about 5 sets of traffic light signals.” the resident stated.

“Can you imagine what an additional 1500-3000 vehicles added to the current grid and local schools would do?”

An individual from Stanhope Gardens made a submission in support of the development, claiming the project would have benefits to the increasing number of people living near the metro line.

“With the benefits of higher population around the station, shops / restaurants / other facilities need to be built as well.” the submission stated.

“Making town centres around the stations is a great idea. This helps to move the population from East to West in the Greater Sydney region.”

In response to the submissions the planner from the project said the concept design of the plans presents a clear vision of the precinct in terms of land use, open space access and neighbouring streets that meets the aspirations of all stakeholders.

“The strategy and planning tools adopted will ensure a truly vibrant and distinctive precinct.” the planner said.

The planner noted additional features of the precinct include a 6600 sqm central local urban park, a new pedestrian footbridge over the Elizabeth Macarthur Creek and a new main street road running through the site.

The Kellyville Metro Station Precinct will be located between Old Windsor Rd, Memorial Ave and Samantha Riley Dr with Elizabeth Macarthur Creek located to the east of the site, covering approximately 18.8 hectares.

Construction will begin after more detailed construction and design plans are submitted and approved.
