A Sydney council manager responsible for a $27m budget has learned his fate for speeding through the Royal National Park while he was on a good behaviour licence for the second time in his mediocre driving history.

A Sydney council manager in charge of hundreds of staff at dozens of childcare centres has narrowly avoided losing his good behaviour licence after the latest in a long line of speeding offences.

Penrith City Council operations manager Jade Bradbury, 43, was already on his second good behaviour licence for several speeding offences when police caught him driving at 85km/h in a 60km/h zone on Sir Bertram Stevens Dr in the Royal National Park on October 26 last year.

The Roads and Maritime Service had granted the Bundeena man a good behaviour licence as an alternative to suspension in April 2019 after he was caught speeding three times in eight months – including twice within two weeks in June 2018.

At Sutherland Local Court a prosecutor had pushed for a conviction and automatic suspension but Magistrate Michael Connell spared Bradbury, who submitted he needed his licence for his job and to take care of his family.

“Your references seem unaware of your traffic history, saying this is out of character – one would say it is consistent with your prior offences,” Mr Connell said.

“Given you’ve pleaded guilty at the first available opportunity the court will not record a conviction, but you will be ordered to enter into a conditional release order for 18 months.”

Bradbury had already been fined $280 and will now be required to be of good behaviour for the next 18 months or face the full consequences of his behaviour on the road.

The court heard Bradbury is responsible for more than 500 staff at 45 childcare centres run by Penrith City Council, in addition to managing a budget of $27 million.

He has now been granted two good behaviour licences as alternatives to suspension as a result of his mediocre traffic history, which is littered with minor speeding and traffic light offences.

In March 2019 Bradbury was fined $275 and lost three demerit points for exceeding the speed limit by more than 10km/h.

In June 2018 he was fined $269 and lost three demerit points for the same offence, as well as $116 and two demerit points for exceeding the speed limit by less than 10km/h.

Since he gained his full licence in 2002 Bradbury has lost 39 demerit points and paid $3578 in fines.
