Warren Casey charged over alleged sexual acts North Parramatta

Shocking police facts allege a man was on ice, exposed himself to women exercising at a North Parramatta park and told the father of a girl why he allegedly followed her inside a toilet block.

Alarming court documents allege Warren Casey carried out a sex act on himself in front of people and engaged in conversations with a child’s father about why he allegedly followed her into a toilet block at Doyle Ground at North Parramatta on September 30.

Police fact sheets allege the 50-year-old unemployed landscaper drove to the ground from his Rydalmere home on the Thursday morning and targeted two women in their 20s and the child.

The first woman was allegedly working out with her personal trainer near the Buller St park’s canteen just before 8am when he sat down on someone else’s picnic blanket, crossed his legs and started making verbal threats towards her, prompting the trainer to block the accused from her view, police allege.

They accused him of reaching into his army cargo pants and carrying out a sex act on himself while looking directly at the woman for one minute.

Police then accuse him of pulling down his army cargo pants and continuing to touch himself while park visitors watched.

Mr Casey, who remains in custody after being charged with 10 offences on October 8: two counts of carry out a sexual act with another without consent, wilful and obscene exposure near a public place, two counts of behave in an offensive manner near a public place, two counts of stalk/intimidate with intent to cause fear or physical harm, peep or pry, sexually touch another person without consent and destroy or damage property.

He allegedly struck up a conversation with the woman and started walking away upon the request of her trainer but returned towards her as she used exercise equipment.

As the pair stopped training and bought coffees nearby, police allege Mr Casey kept watching them and later approached them before returning to the Macarthur St carpark.

Police allege he next approached the nine-year-old girl’s father while he was on a FaceTime call with family and his daughter was in the toilet block. Mr Casey allegedly asked him if he was recording her.

“The accused approached witness two (the father) and enquired if he was recording with his mobile phone,’’ police facts alleged.

As the father waited outside the toilet blocks, Mr Casey asked him if he was going to enter the toilet blocks to which he said “no, I am not”.

“The accused allegedly said, ‘What do you reckon, should I go in?” police facts allege.

The father replied: “If you need to go.’’

Mr Casey is accused of entering the toilet cubicle next to the girl where she allegedly heard him making noises and she “became scared due to the physical presence of the accused”.

Her father became concerned over the accused entering the toilets and as the girl began to leave the cubicle Mr Casey allegedly said hello, the police facts state.

“Victim two became immediately scared and ran out of the female toilets,’’ the police facts allege.

“The accused spent a period of five minutes inside the female toilets and eventually left.’’

When the girl’s dad questioned Mr Casey about being in the toilets, police allege he said:

”I like to use the girls’ toilets, there are birds in there.

“I like to be free like a bird, fly around. I didn’t know she was your daughter. I am like a bird, I fly around and whatever I want.’’

The father replied: “You cannot go into the toilet, there are young girls who go into the toilets. Is that what you are looking for, young girls?’’

The accused allegedly said: “Yes, I like them young, they are fresh with wings.’’

When Mr Casey allegedly saw another woman walking along the circuit track police allege he said: “Oh here comes another bird.’’ He is accused of following her and started talking to her but she ignore him.

He allegedly approached another woman and sexually touched her body, causing her to scream, and told the father of the child “I pricked her” after he asked why she was upset.

The police fact sheet alleges Mr Casey drove to nearby Brickfield St where he followed a man into a unit block and barged a unit door, causing it to crack the lock.

Police were called after he travelled to Iron St to visit his GP and mounted a kerb before allegedly fleeing the scene where cops allege he had dilated pupils and was hanging from a tree branch.

He allegedly told police he was “being a bird and wanted to fly away” and when questioned about the ownership of the car, the “accused made a sound similar to a chicken’’.

He was under arrest and taken to Westmead Hospital in a police paddy wagon when the behaviour allegedly continued.

”Whilst on the way to the hospital, the accused lowered his pants to below his waist and began masturbating,’’ police facts allege.

“Police stopped the vehicle and spoke to the accused and told him to stop, to which he apologised and said, ‘It felt good’.

“Once police started driving again, the accused lowered his pants again and began masturbating.

“Upon arrival at Westmead Hospital, when police opened the rear door for the accused, his pants were observed to be around his knee roll and the accused used his shirt to cover his penis.’’

He was transferred to Cumberland Hospital where he allegedly tried to enter the bedroom of a female patient on October 3.

He appeared briefly at Parramatta Bail Court on October 9 where he was formally refused bail after the prosecution told the court Mr Casey lived 140m from Rydalmere Public School.

The court heard he could not secure an alternate residence and he was remanded in custody.

On Wednesday, Mr Casey was refused bail again and the matter will return to court on January 11 after Mr Casey’s legal aid solicitor Vaughan Roles applied for a Section 14 under the Mental Health Act.

If the application is granted, charges will be dismissed and he will be placed on a 12-month program but if not successful the matter will go to a hearting at Parramatta Local Court in July.
