Build-to-rent units planned for 2 Fitzwilliam St Parramatta

A vision for two high-rise build-to-rent buildings – to give priority to those struggling to find homes in Sydney – has been revealed for the heart of Parramatta.

The state government has supported applicant Urban Property Group Fitzwilliam’s plans for a two-tower development to house 316 units for more than 600 renters at Fitzwilliam St.

If approved, the development would comprise a 33-storey block and a 47-storey tower, 33,000sq m of office space, 631 sqm of retail, a rooftop swimming pool and gym.

“Build to rent projects like these are vital to help people in need get a roof over their head

and provides a new level of housing,’’ Parramatta state Labor MP Donna Davis said.

She said the Parramatta project would support 1500 construction jobs and was one of 19 build-to-rent developments in the NSW Planning system.

“Projects like these could pave the way for approximately 6600 new homes with more

than 2400 earmarked for Parramatta alone,’’ Ms Davis said.

“It’s great to see this build-to-rent proposal moving through the planning system to offer

tenants long-term security over their lease.’’

The government defines build-to-rent housing as large-scale, purpose-built rental housing that is held in single ownership and professionally managed.

It can provide more rental housing choice and support construction jobs to drive economic recovery.

In an environmental-impact statement UPG Fitzwilliam prepared for the Planning Department, it described the site - which the previous government sold - as underdeveloped.

“Overall, the site is highly latent and under-utilised but is strategically positioned in the Parramatta CBD, in walking distance to existing and planned infrastructure, and a diversity of land uses, goods and services,’’ it stated.

“It presents a significant opportunity to co-locate much needed housing supply and employment floor space with fine-grain retail and an improved public domain outcome.’’

UPG Fitzwilliam will privately manage the development if the Planning Department approves it.

The proposal will also “further strengthen Parramatta’s status as an employment hub” and “contribute to a healthy, resilient and socially connected community for its residents by providing rich and high-quality amenity including communal spaces, health and wellbeing spaces and co-working spaces”.

Ms Davis encouraged the public to have their say during the exhibition period.

“This is a well-connected project with housing close to existing infrastructure, including train and bus services at Parramatta railway station, Westfield shopping centre and other high street shops and services within walking distance,” Ms Davis said.

“The build-to-rent model often allows renters to make changes to units such as painting bedrooms and there are shared facilities and communal outdoor spaces for residents to enjoy.’’

The applicant will address issues raised during the exhibition before the Planning Department undertakes a proposal assessment.

If approved, a competitive design process would be carried out before construction proceeds.
