Three developments proposed for Elizabeth St in Liverpool

Three separate high-rise developments have been proposed for a central block in the Liverpool CBD which, if approved, would herald a new look for the city’s streetscape.

A central block in the Liverpool CBD is being eyed for three separate mixed-use developments worth millions of dollars.

The three projects are proposed for a stretch of Elizabeth St between George and Bigge streets, which used to be home to a fruit shop and Peter Warren Toyota Service Centre.

The community services and advocacy arm of the Uniting Church, Uniting NSW.ACT, confirmed it was working on plans for a multipurpose facility on the corner of Bigge and Elizabeth streets in Liverpool.

A spokeswoman for Uniting said the proposed design, height and budget were yet to be finalised, but the development would likely include retirement living, residential aged care, a space for seniors featuring a gym, long day care, a Uniting Church, community worship space and some commercial space in accordance with council zoning requirements.

A development application is yet to be submitted to Liverpool Council.

“We recognise that Liverpool (is) growing quickly into a hub for businesses and community alike. With that growth comes a need for community services to provide the supports needed by people experiencing disadvantage,” the spokeswoman said.

“Uniting is committed to providing care and support to some of the most vulnerable in southwest Sydney, particularly older people, children, young people and families, and people with disability.”

Last year, Binah Developments submitted a proposal for a 35-storey mixed-use development at 24-26 Elizabeth St.

The development application is being assessed by Liverpool Council.

The $104 million project features commercial floors across three levels, 113 hotel rooms, 194 residential apartments and a restaurant and bar on the top floor.

It would include four levels of basement parking and 345 carparking spaces.

Meantime, local architectural firm Mosca Pserras Architects is working on a proposal for a 28-storey commercial and retail tower at 28 Elizabeth St.

Elizabeth Place will feature a 22-storey atrium, eateries, office and retail space, interconnecting floors, three levels of basement parking and electric charging stations for cars.

Mosca Pserras Architects director Frank Mosca said the development was expected to cost “upward of $120 million”.

He said the aim was to create “something that everyone can be proud of” with emphasis on energy efficiency, excellent design and sustainability.

As much as possible, the building’s design will make use of recycled materials, he said.

“We need to start thinking about how to minimise our footprint.

“It’s not hard to consider that from the start and so that’s what we’re going to do — in this case … start looking at everything we do, every material and be sensible about it, and when I say sensible it’s not a question of spending more money, it’s just putting money in the right place.”

Born and bred in Liverpool, Mr Mosca said it was an “exciting opportunity” to produce “something that’s just second-to-none” for the area.

He said more schools, jobs and parking were needed in Liverpool so residents did not need to travel out of the area for work and education.
