Local architectural firm Mosca Pserras Architects is preparing to lodge a development application with Liverpool Council in a bid to meet growing demand for commercial space.
The proposed site at 24 to 28 Elizabeth St would be transformed into a buzzing commercial and retail precinct, and named Elizabeth Place.
It will feature a 22-storey atrium, eateries, office and retail space, interconnecting floors and electric charging stations for cars.
Mosca Pserras Architects director Frank Mosca said the plan was to create a “premier destination”, with the development expected to cost “upward of $120 million”.
“The vision is an iconic five-star green-star building to house about 32,000 sqm of fantastic floor space.”
Mr Mosca said Liverpool was “a sleeping giant of commercial property”.
“I believe in this completely and wholeheartedly, that Liverpool is just waiting for some great commercial buildings.”

He pointed to the success of the 10-storey development on 100 Macquarie St, which was designed by Mosca Pserras and is now home to Western Sydney University’s newest vertical campus.
“The demand is obviously growing because the airport was announced some time ago now. This is fantastic timing and opportunity for Liverpool.”
Mr Mosca said more institutes were looking to set up shop in Liverpool.
