Liverpool: 64 Bathurst Street, 203-209 Northumberland Street tower approved

Liverpool is set to welcome another high-rise development in the CBD after a $31 million project for apartments, retail and office space was given the green light.

The city’s streets are in the midst of a transformation after the State Government approved the rezoning of 25 hectares of land within the CBD from commercial to mixed-use in 2018 in a bid to revitalise the city and unlock its potential.

The latest project set to make a mark on the city’s skyline is a mixed-use development at 64 Bathurst St and 203-209 Northumberland St, approved last month by the Sydney Western City Planning Panel.

It will feature a 21-storey mixed-use tower with a four-storey podium which will have two commercial tenancies with a courtyard, four retail tenancies on the groundfloor facing Bathurst St, a courtyard, mezzanine and communal open space.

Seventeen levels will be dedicated to residential apartments with 66 units.

The planning panel approved the plans, saying it was consistent with the Liverpool town centre development strategy.

“Overall the mix of uses will contribute to the diversity and progress of Liverpool town centre to reinforce the role of Liverpool town centre as a civic hub,” the panel concluded in its determination and statement of reasons.

“It will add to available employment as well as increasing housing supply and choice within the city of Liverpool and the Western City District.”

Earlier this month, a $180 million proposal for a 34-storey tower with offices, units, a hotel and a rooftop restaurant on Elizabeth St was approved, making it the tallest in Liverpool’s CBD when built.

Liverpool Mayor Wendy Waller said Liverpool was very different to what it was in the past and while she initially had “reservations about the big buildings” she believes concerns such as design features and traffic flow have received more attention from planners.

She said the rezoning in 2018 addressed a shortage of high-quality commercial buildings in the CBD.

“The state government are looking at promoting the construction of larger accommodation and larger commercial (buildings) in CBDs because they’re close to public transport, they’re also close to shopping precincts,” Cr Waller said.

“If we want to achieve growth in a good way and become a third CBD and play our part in the aerotropolis, unfortunately we need to grow and we need to change and do things differently to in the past.”
