The Sydney Eastern City Planning Panel, chaired by former state Labor minister Carl Scully, has approved the $231 million project opposite the rail line at George St, Burwood.
Only two submissions were received from the public.
A consultant for Burwood Council recommended the panel approve the plans.
Restaurants, bars, conference rooms and a theatre will be on the lower floors, while a hotel of about 200 rooms will occupy nine floors above.
The hotel will bear the name of hospitality multinational Accor.
The “sky bar” will be on level 18.
The club has bought land at George St in recent years and plans to sell its current 96 Shaftesbury Rd property to help fund the move.
All its operations will move to George St.
Burwood RSL CEO Andrew Anderson said the plans would allow the club to move to the heart of Burwood, opposite the train station and close to the taxi rank.
“We’ve outgrown our premises here, particularly the lack of parking,” he said.
The club has been at Shaftesbury Rd since 1950.
Many improvements to the building have required development applications due to the low density building regulations for the site.
This was costly and time-consuming, according to club management.
Underground parking will be provided for up to 1,250 vehicles, with entry from Marmaduke St and Shaftesbury Rd.

The development application approval is for the concept only and does not allow building work to begin.
The club will file more applications for construction.
The project will take about three years to complete.
Burwood RSL has two sister clubs — Club Burwood on Burwood Rd and the Croydon Park Club.
