That is the vision for Burwood Plaza and a neighbouring block championed by developer Holdmark, which Burwood Council has so far supported.
Holdmark has a rezoning proposal for towers of 12, 20, 36, 39 and 42-storeys, which would provide 1,100 homes, a 100-room hotel, offices and shops.
Mayor John Faker hoped a new shopping centre would provide more jobs.
“It’s an employment generator and we want to ensure we provide more retail jobs for residents, whether it be students who need a part-time job or others,” he said.
Councillors this month unanimously voted to progress the proposal to the next stage of assessment.
The decision followed agreement on the developer providing a park which would replace the council carpark on Wynne Ave.
In return, Holdmark has increased the height of one of its towers from 107m to 123m.
The park is part of a voluntary planning agreement between the two.
As part of this, Holdmark would also give the council money, office space, three levels of underground parking, and a floor above what would be a new library.
Cr Faker said he believed those public benefits would be among the most valuable negotiated by a NSW council.
A spokeswoman for Holdmark said it was early in the planning process and declined to comment.
