Proposal for Woolworths shopping centre undecided

THE JURY is still out on a proposal for a shopping centre — earmarked to cost more than $20 million — for Kellyville.

The development at 2 Hector Court, Kellyville, which was first lodged to the Hills Shire Council in 2016 and has been hit with several significant delays, is proposed to be located alongside a residential development that has just commenced construction.

The development application earmarks the demolition of existing structures and the construction of a shopping centre.

“The proposed shopping centre will be two storeys in height and will include 8026sq m of commercial gross floor area,” the planning report said.

“The shopping centre will include a Woolworths Supermarket, five specialty stores including BWS Liquor, a Medical Centre, child care centre and two office premises.

“The proposed shopping centre will include at grade and upper level car park comprising 334 carparking spaces.”

The development also includes the construction and relocation of Hector Court and Severn Vale Dr, Kellyville.

The proposal was last brought before the Sydney Central City panel in April, following a conciliation conference with the developer and residents, who raised concerns around the development.

It is understood the development has also been hit with delays over an RMS situation at Memorial Ave, with the panel urging the developer to address its concerns with the government department.

Kellyville resident Kathryn Hinton said a supermarket was needed on the western side of Windsor Rd, but questioned why it wasn’t located closer to the Sydney Metro station, while Jenny Zaidi and Rosina Edeling both said the centre would be useful to the Kellyville community.

A Woolworths spokeswoman said the company remains committed to bringing a new retail shopping experience to Kellyville.

“We are currently working through the planning process with the Hills Shire Council and RMS and look forward to providing an update of our plans as soon as we can,” the spokeswoman said.

The multimillion-dollar proposal at Hector Court comes as developers Toplace commence construction on a $19 million residential development.

The residential building will include 53 dwellings comprising of 16 one-, 31 two- and six three-bedroom apartments.

A Toplace spokesman said consturction was expected to be complete in late 2019, when residents were expected to move it.

“(With) easy access to two future local railways stations — Kellyville and Bella Vista — and Norwest Business Park, future marketplace to be developed next door and surrounded by parkland.”
