Residents of Sydney’s northwest are set to gain a late-night food run option, with 24-hour takeaway outlets included in plans for a new shopping centre.
The proposed centre, at 8-10 Withers Rd in North Kellyville, would include retail stores, restaurants, cafes and takeaway food and drinks.
A development application, lodged by HMC Capital, highlights the desire to transform the current market garden and crop farming-nursery site into a large shopping centre for the community.
There are currently no details on which companies would operate stores at the centre, but it is set to have takeaway outlets operating around the clock if the plans are approved.
Retail shops would be open from 7am to 10pm, while restaurants and cafes would open an hour earlier but close at the same time.
On top of the retail stores, there is a proposed 179-space car park, 62 spots for bicycles and six “click and collect” bays.
A statement of environmental effects report, prepared by Willowtree Planning on behalf of HMC Capital, says the shopping centre aims to provide a place which “serve the needs of people who live in, work and visit” North Kellyville.
The report describes the area surrounding the site as being in a “state of transition” from rural and agriculture land to residential development.
It also raises the issue of safety and security, suggesting external lighting for after-dark surveillance, having a secure perimeter and maintaining gardens and pavers to show the area is well-used and cared for.
In order to discourage vandalism and graffiti, the proposal suggests using planters and pathways.
The estimated cost of the proposed development, which is currently under NSW Government assessment, is more than $46m.
