NSW sexual assault reforms ‘symbolic’ rather than practical

A 43-year-old woman will head to a trial in the District Court to fight charges of sexually assaulting a teenager in a Moss Vale massage clinic last year.

Lijuan Jia, 43, has pleaded not guilty to having non-consensual sex with a 17-year-old and two counts of sexually touching the teen without his consent and knowing he did not consent.

Police allege the Campsie resident sexually assaulted the teenager last year at a massage clinic in Moss Vale where she was working at the time. She was arrested the day after the alleged incident.

Court documents show Ms Jia worked seven days a week at the massage clinic, although it is not clear whether Ms Jia is still employed at the Moss Vale business. According to the court documents, she did not know the victim prior to the alleged offence.

Ms Jia uses the name Anna and has no prior criminal history, according to the court documents. The documents show she is a Chinese woman who has been in Australia on a bridging visa since 2019. The court heard the lack of community ties had been a concern for police prosecutor when considering Ms Jia’s bail application.

Ms Jia was granted strict bail conditions which required her to report to Campsie police once a week, surrender her passport, and not enter an international airport or any other international departure point.

On Monday, Moss Vale Court heard police progress with inquiries has been slow, which could be due to the collection of DNA evidence.

The Director of Public Prosecutions (DPP) has elected to elevate the matter to the District Court due to the severity of the charges. The court heard all three charges against Ms Jia have been committed for trial, which will likely occur later this year.

The court heard the trial date will be set during a call-over between the defence and the DPP on May 4. The DPP confirmed the trial will be held at Goulburn District Court.

Bail will continue for Ms Jia, who appeared in Moss Vale court on Monday accompanied by an interpreter and her lawyer.
