A SHORT-TERM car park station has been proposed to combat inadequate parking in one of Brisbane’s inner suburbs.

The development application before Council is for 72 parking spaces within two existing buildings at 66-98 Montpelier Rd, Bowen Hills.

Planning Australia, which lodged the application, said the station would provide parking for employees and customers of businesses within the Bowen Hills, Fortitude Valley, and Newstead areas.

“However the mode of operation of this parking station will be substantially different from a typical commercial carpark, will be at a substantially smaller scale, and will be for a period not exceeding five years,” the report states.

Another report, lodged by MRCagney, said the car spaces would be available through an online booking agency.

“Advice from an operator relating to these relatively small, online operated carparking stations is that:

• There is no external signage, with all marketing/notification online;

• There is no on-site management and … no limitation on hours of the day;

• Users register online to secure allocated car spaces, usually for at least a week or month period. Hence, the dominant user tends to be commuters; and

• Those seeking to park in tandem spaces are required to ‘pair’ with a known person and co-ordinate parking in the tandem spaces between themselves.”

The MRCagney report states off-street parking has been made available within the subject site recently through an online booking agency.

“Advice from the agency indicated that subscription to the parking has been strong, reflective of a latent demand, possibly as a result of an existing lack of suitable alternate mode choices to service the transport needs of the patrons and employees ... within the vicinity of the subject site.

“This latent parking demand is expected to reduce over time (ie over 5-10 years) as the land use mix changes and the provision of alternate mode choices improves.

“In the vicinity of the subject site, there is a mix of 12-hour and two-hour off-peak metered parking.

“While the remainder of Montpelier Rd is mostly signed as ‘no stopping’, there are also some unmetered parking opportunities.

“However, as the surrounding area is located within the Brisbane Central Traffic Area, unmetered parking is restricted to two hours.”

The Planning Australia report states most car park stations operated with at least 600 or more car park spaces “to offset the capital invested in the necessary infrastructure”.

“By comparison, the proposed car park station is less than one-fifth of the size of a typical commercial carparking station.”

The report also states the parking station was proposed as a temporary use of the currently vacant warehouse sheds.

“The use of existing vacant warehouse floor space for carparking purposes means that efficient use would be made of these buildings, while at the same time serving to satisfy some of the currently unmet demand for carparking.”

The development application was lodged on behalf of Montpelier Rd Investments Pty Ltd on September 17.
