CQ child sex offender fails to report contact with kids at Biloela

A man who became a registered child sex offender after violently raping a 13yo in a toilet block has faced court for failing to properly report contact with two children.

A registered child sex offender has failed to properly report his contact with two teenagers at his Biloela home.

Ross Edward Dooley, now 44, became a registered child sex offender after he persuaded a 13-year-old boy to enter an unused toilet block, and then raped him.

“The violent episode (in 2005) included anal intercourse with the victim and forced oral sex, with threats of physical violence,” the Supreme Court of Queensland judgement states.

Dooley faced Biloela Magistrates Court on April 12 where he pleaded guilty to two counts of failing to comply with reporting obligations under the Child Protection Act.

Police prosecutor Kelvin Boyd said Dooley, as a registered child sex offender, was obligated to report to authorities any contact with a child under the age of 18 within 24 hours.

Mr Boyd said on February 24, a police officer suspected Dooley had committed an indictable offence under the Act by not reporting child contact correctly on February 23.

Mr Boyd said two juveniles, both teenagers, had been present at Dooley’s Biloela residence.

He said Dooley did not know the juveniles personally and he had forgotten to report the contact as required.

The court heard the two charges stemmed from the same incident and related to the respective children.

Dooley had no similar prior offending of this sort.

Solicitor Bianca Wieland said someone else had brought the two children to the house and Dooley had not known they were there.

“As soon as he realised they were there, he sent them away,” Ms Wieland said.

Ms Wieland said Dooley himself then phoned police but he did not report the contact correctly with authorities as he was intoxicated at the time.

Before handing down her penalty, Magistrate Philippa Beckinsale noted Dooley thought he had done the right thing by calling police and he now had a better understanding of his reporting obligations and what he was required to do.

Ms Beckinsale fined Dooley $200 and convictions were recorded.
