Two registered child sex offenders have faced a Central Queensland court for failing to comply with their strict reporting conditions.

David James Kummerfeld, 27, and Rodney Eric Blanchard, 29, both pleaded guilty in Biloela Magistrates Court on August 3 to their offending.

Police prosecutor Kelvin Boyd said Blanchard had reporting obligations for a period of five years and had failed to report in May this year as required.

Mr Boyd said a police officer had subsequently located Blanchard at Biloela Shoppingworld and spoke with him.

“He (Blanchard) stated he had not reported in May as he’d forgotten to do so,” Mr Boyd said.

Blanchard was arrested and later released on bail.

Mr Boyd told Magistrate Philippa Beckinsale it was “a serious offence” as the relevant Act was there for the protection of children and to keep police informed about the whereabouts of registered child sex offenders after they are released into the community.

Solicitor Richard Parks said Blanchard was a single man who was working as a labourer at a sawmill.

“Basically (Blanchard) just completely forgot at that time (to report),” Mr Parks said.

“He hadn’t forgot before.

“There was a number of matters going on his life.”

Mr Parks said when Blanchard realised he had not reported, he tried to do so online but because it was “overdue” he could not do it.

Mr Parks said Blanchard also tried contacting police.

Mr Parks said Blanchard still had two years of reporting to go and he had now marked his reporting dates “clearly on his calendars”.

Ms Beckinsale fined Blanchard $750 and a conviction was recorded.

In relation to Kummerfeld, the prosecution said he had reporting obligations for a period of five years and had failed to report in May this year as required.

Mr Boyd said police went to Kummerfeld’s Park Street residence at Biloela in June and spoke with him about this matter.

“He (Kummerfeld) stated he’d not reported in May because he forgot to do so,” Mr Boyd said.

Kummerfeld was issued with a notice to appear in court.

Solicitor Richard Parks said Kummerfeld was working at a service station and he had now set “phone reminders” about his reporting dates.

Mr Parks said Kummerfeld had previously been reporting, but on June 2 he realised that he had not reported in May.

“He hasn’t misreported in the past,” Mr Parks said.

Ms Beckinsale fined Kummerfeld $750 and a conviction was recorded.
