Full list of properties with overdue rates and charges owed to Rockhampton Regional Council

The Rockhampton Plaza Hotel, a Mount Archer home and a home where an alleged murder took place are among a list of 90 properties that owe overdue rates to Rockhampton Regional Council.

A run down seven-storey hotel, the home where an alleged murder took place and an iconic glass house atop Mount Archer are on the list of 90 properties with overdue rates owing to Rockhampton Regional Council and at risk of being sold off.

The list was presented to the council table in a confidential meeting earlier this month, and later listed publicly in council documents.

It was approved that council “proceed with action to sell the properties as listed below for overdue rates”.

The next step in the process is for council to send the owners of the properties with overdue rates and charges a “notice of intention to sell the land”.

Owners will have “generally three months” to pay the owing monies in full after this notice.

If not paid, council has the right to sell the land within six months after the date of the notice.

The land is to be sold at market or land value or higher than the amount of overdue rates or charges.

According to local government legislation, overdue rates or charges are made up of rates or charges that are not paid by the due date for payment stated in the rate notice.

Council may sell the land if the rates or charges have been overdue for “at least generally three years”, or one year for vacant or commercial land.

Legislation states overdue rates or charges can also include court costs if council takes ratepayers to court and the ratepayer is ordered to pay council’s costs.

Once council sells or acquires land for overdue rates or charges, they can not start or continue any court proceedings to recover the overdue monies

The Plaza Hotel, 161 George Street, has been involved in legal action with Rockhampton Regional Council over $207,008.05 of overdue rates for four periods.

This publication reported in September, the owner James Chang, was planning on writing to Queen Elizabeth II to have his property declared a micronation or independent state of Australia.

The hotel has been closed since 2014.

Other notable inclusions on the list are 16 and 18 Sleipner Street, Mount Archer.

The home at 18 Sleipner might be known among locals as the glass house, as can be seen from it’s crystal-clear fixtures.

The property last sold in 2012 for $820,000.

The block next door was bought by the same landlords in 2013 for $300,000.

The Norman Gardens home where Chris Catling died is also on the list.

Chris and his wife Kerrie purchased the property in 2015 for $475,000.

Ms Catling is facing murder charges for the alleged stabbing of her husband on March 22.

Mr Catling, 51, died of a single stab wound from his chest to his heart, 12 centimetres deep.

Ms Catling was refused bail at her last court appearance because of concerns she would interfere with key witnesses.

It has been reported in court the couple had financial issues and Ms Catling had created a false persona of a bank manager.
