Developer applies for 24/7 supermarket, drive-through takeaway and gym at Bargara

A Bargara shopping complex development could get bigger with a new application for a 24/7 drive-through takeaway restaurant and gym.
A material change of use has been lodged for the already approved complex at 60 Rifle Range Rd, Bargara, which includes for 24/7 operation for a “full line” supermarket, restaurant and gym on top of the already approved service station.
Plans for a service station, shopping centre and showroom were approved in 2021.
The site was sold then for $4m in October of 2022, and Property Projects Australia, on behalf of BluePoint Bargara Pty Ltd, lodged a further material change of use application with Bundaberg Regional Council on January 9, 2023.
The plans lodged and approved in 2021 for the supermarket were for standard commercial hours – 7am to 9pm, seven days per week – however the latest application specifies that the operating hours sought for the supermarket are now 24 hours seven days a week, with public trading limited to between 6am and 11pm.
Hours of operation sought for the drive-through food and drink outlet and gym are both 24 hours, 7 days a week.
The application highlights that strong population growth is expected in Bargara in the coming years.
It states that their findings are there is a “clear, overwhelming economic, community and planning needs for the proposed development”, and that the only other full-line supermarket in the area is currently overtrading.
The application states that the proposed development is anticipated to create 213 jobs in the long-term, “with a total of 18 full-time construction jobs estimated to be created during the construction phase of the development, and a further 142 full-time indirect jobs within the wider community both during the construction phase and long-term”.
BluePoint Bargara’s Gold Coast-based directors are Marcus Dore and Geordie Whitcombe, according to Australian Securities and Investments Commission documents.
The gross floor area of the proposed shopping centre is 5,382m², and includes plans for the following:
- One supermarket tenancy with a gross floor area of 3764m²
- A medical/retail tenancy with a gross floor area of 413m²
- Four specialty retail tenancies with a combined total gross floor area of 927m²
- A food and drink outlet with drive-through incorporating a gross floor area of 213m²
- Substantial landscaping to provide a suitable interface with the street frontages and adjoining properties
- A total of 252 carparking spaces, which will be provided at a rate of 4.68 spaces per 100m² of gross floor area;
- Two new access points; one provided on Hughes Road and the other on Rifle Range Road
- Two new dedicated pedestrian access points
