Leading universities say their funding system is broken and unless there is a major rethink of the nation’s once-exceptional tertiary research sector, its output will severely diminish.

OECD figures show Australian domestic spending on research and development is just 1.7 per cent of GDP, less than half the US figure of 4.9 per cent of GDP.
