The gap between rich kids and poor ones in reading ability by the time they reach Year 9 is a staggering five years, according to Education Minister Jason Clare, leaving in its wake a long tail of intergenerational disadvantage.

The educational gap for children from poorer families starts before they even get to school, with fewer likely to attend preschool than their wealthier counterparts, Mr Clare will tell a conference of primary principals on Thursday.
