Councils should be able to charge higher rates, infrastructure costs should be determined on rezoning to help with feasibility, and developers should have to make payments only when a project is completed, the NSW Productivity Commission has recommended.
The independent body also proposes requiring councils to be more transparent about how much they collect from developers and how they spend that money.
