Victoria Police have closed the two-year sexual-crimes investigation against Robert Doyle and will not lay charges against the former Melbourne lord mayor after deciding there was insufficient evidence to bring a case against him.
They took the decision after three complainants made formal statements against Mr Doyle, leading prosecutors to conclude it would be hard to prove a pattern of behaviour.
