Sometimes a sitting government seeks to stack the electoral deck in its favour using complex or restrictive regulation of donations. It should go without saying that it’s always wrong to manipulate the rules of the democratic process to suit yourself.

But South Australian Premier Peter Malinauskas′ proposal to ban all electoral donations to political parties and participants – other than unions – is much worse.
