Victorian Premier Jacinta Allan says her heavily indebted government will have no choice but to spend more on correctional officers after Labor passed tougher bail reforms that will increase the number of young offenders on remand.

The reforms, which introduce stricter bail tests and mean remand can no longer be considered a last resort for young offenders, were passed in the early hours of Friday after a marathon 15-hour parliamentary sitting.
