Parliament's eligibility crisis could have been avoided under plans considered by the Howard government two decades ago, potentially saving 15 MPs from resignation and tens of millions of dollars.

Cabinet papers released by the National Archives on Tuesday showed attorney-general Daryl Williams advocated for changes to section 44 of the constitution in 1997, including making the rules about eligibility clearer and fairer for dual citizens and public servants.
