Towards the end of the first day of the 2022 Jobs and Skills Summit, then-Qantas boss and Business Council of Australia board member Alan Joyce retreated to the public cafe at Queens Terrace in Parliament House.

Mid-way through the two-day summit it had dawned on Joyce that the outcome of the event, a sizeable reregulation of industrial relations laws, had been pre-ordained.
