Bill Shorten, who led Labor to successive federal elections in 2016 and 2019, didn’t choose to stay in parliament following his second loss because he wanted to be government services minister for the rest of his life.
At the same time, he knows the odds of ever having another crack at the leadership are long at best – even if, in terms of precedent, there is a flicker of hope.
