The idea was simple enough: one back-office system to better coordinate all government departments. A decade – and a special request about paying pet boarding costs – later, the plan has been abandoned at big public expense.
Almost a decade ago, the board that oversees all federal government departments declared an end to every national agency buying whatever back-office IT system they wanted.
