A Labor government would bring together business, unions and bureaucrats to prepare a white paper on full employment in a bid to reduce underemployment and casualisation, boost wages growth and narrow the gender pay gap.

In a speech to the National Press Club on Friday, Opposition Leader Anthony Albanese will draw parallels between economic recovery from the pandemic and post-war reconstruction, when a similar white paper was commissioned.
