The $16 billion negotiation between state education ministers and their federal counterpart, Jason Clare, is close to breaking down as they blame each other for damning NAPLAN scores that show one in three children are not meeting basic expectations.
The states want Mr Clare to double his offer of $16 billion, which is tied to implementation of teaching reforms and early literacy and numeracy screening, saying it is not enough.
