The head of the United Nations agency responsible for Palestinian refugees has ordered an independent review into allegations of anti-Israel bias, but also claims the organisation is being subjected to a smear campaign.

UN Relief Works Agency commissioner Philippe Lazzarini told Foreign Minister Penny Wong he would hold a review into claims of pro-Hamas activity in the organisation.
