Victorian Premier Daniel Andrews' evidence to the hotel quarantine inquiry should be treated "with caution", former health minister Jenny Mikakos says, pointing to the Premier's Department and a lack of cabinet process as the "root cause" of many of the quarantine program's failures.
In a final submission to the state inquiry filed by lawyers on her behalf, Ms Mikakos declared "others must take responsibility" for the program because she was kept in the dark, despite Mr Andrews telling the inquiry she was ultimately responsible.
