The Liberals will struggle to retake three teal independent seats in Sydney and have a battle to hold a fourth, Bradfield, says former attorney-general and Liberal NSW president Philip Ruddock.
Ruddock also dissented from Coalition policy under Peter Dutton for the government to construct and operate nuclear power plants, but said the ban on nuclear power should be lifted.
